9/12/2025 3 PM SB 79 UPDATE
Just like the Assembly, the Senate just passed the bill with the barest majority (21 votes).
Senate speakers promoted its many amendments as reason to now support it. While those amendments were substantial (click HERE for a detailed analysis of the bill), they did not address the bill's fundamentally flawed assumptions about transit-oriented development, housing supply, and affordability.
Governor Newsom has until October 12 to veto the bill or allow it to become law.
Here is the final tally
Implementation of SB 79 will be extremely complicated, and Neighbors For A Better San Diego is already working on detailing its full consequences for San Diego.

BONUS ADU UPDATE
It's official. The new ADU regulations are in effect! Only projects that were "deemed complete" prior to August 22 will be allowed to continue under the old rules. Deemed complete means that the City Manager (i.e., Development Services) has determined that an application includes all of the information, materials, fees, and deposits required.
